Goal of the conference : to Kick-off the concept implementation phase

Introduction

The concept implementation phase will demonstrate the feasibility and utility of the concept as well as the Innovation Hub Community ability to deliver significant effects.

The objective is to provide a NATO-wide massive online pilot course for Social Media users. The course would consist of 5 lessons given by five instructors in November.

For the sake of demonstrating the utility of the concept, the instructors would exceptionally provide their services for free. Other iteration of the course would imply the remuneration of the instructors.

Concept Approval

A few minor improvements to the concept were suggested.

to stress the impact of SM on every societies, not only the western one;to mention the impact of SM beyond the cyber domain;to replace the terms “expert” and “non-expert” to reflect whether the SM use is made for private communication or for corporate communication (on behalf of NATO) instead;to consider educating or/and training the leadership;to structure the “expert” course content;to mention the do’s and don’ts.

These amendments have been made and the concept is now approved.

Identify potential instructors

Various attendees volunteered to be instructor for the course

More volunteers need to be identified. Everyone is asked to actively seek and individually engage potential instructors and inform the community of who could teach which lesson.

Course content gathering

To prepare the pilot course and subsequent full course, everyone is asked to identify and share all useful course content.

By nature, the social media environment is very dynamic, so the course content is expected to be dynamic too and be evolving over time.

Developing a common code of conduct for NATO SM user might be impossible due to the current diversity of approaches of the SM within NATO. This topic will be addressed first by gathering as many examples of code of conduct as possible; then by trying to identify a common ground. That this community might recommend a standard code of conduct for NATO SM users is an option.

Other course topics of specific interest are “SM analysis” and “SM monitoring”.

SM training should be based on practicing with the tools

Coordination with ACT Stratcom Branch should be ensured

Principles outlined in USJFCOM’s Effects Based Operations concept may provide insight.

US Naval Postgraduate School dynamic Twitter network analysis should be considered.

NATO SM users private community

The creation of a place where NATO SM users could discuss privately and support each other was discussed. Some options were identified such as,

having community managersgenerating self regulation within the communitycreate a “sandbox” where SM users can try and simulate communicationprovide clear guidance then empower the users

The utility and feasibility of such a place need to be further explored.
