Dr. Bianca Barbu
Dr. Bianca Barbu works as a Senior Operations Research Analyst, in the Analysis of Alternatives Branch at NATO Headquarters Supreme Allied Command Transformation (HQ SACT) in Norfolk, VA. She employs a combination of defense analysis, experiments and parallel studies to understand the context of NATO’s operational problems, the associated war-fighting impact of implementing various solutions, and the requirements for new capabilities. Her work is dedicated to bringing modern science and technology to bear on defense problems and finding feasible courses of action, while generating information and evidence of the benefits and other consequences that would follow the adoption and implementation of a given course of action. Since joining NATO HQ SACT, she played a vital role in providing analytical and experiment design support on a variety of extremely critical topics, including Autonomy, Innovation, Policing, Countering Improvised Explosive Devices (C-IED), Chemical Biological Radiological and Nuclear Weapons Counter Proliferation, Joint Planning Execution and Coordination Tools, Business Process Models to address Operations Logistics Chain Management Systems, Comprehensive Civil-Military Legal Overview Systems and Civil Military Fusion, Red Teaming and Alternative Analysis, Strategic Communications and Human Intelligence, to name a few.
She teaches Alternative Analysis and Concept Development and Experimentation at the NATO School in Oberammergau, Germany, has been a guest lecturer addressing Systemic Decision Making at Old Dominion University and taught Analytical techniques. Practical applications in defence at University of Udine, Italy.
